The number one key to submitting to a publisher and getting read is to follow their instructions TO THE LETTER. In reading and talking with many publishers this is the thing most emphasized.Do not get cute with colored paper, colored ink, special binders or anything else. It frustrates them and makes it hard for them to read your words. It doesn't help you stand out - it gets you thrown out. They want black letters on white paper, a normal font. They have to read all day long. They want that to be as easy as humanly possible.
Do not send along cute items with your submission. They have seen so many bookmarks, jewelry items, handmade goodies that they are worn down by it all. They really want a good manuscript. Other items will just clutter up their desk and annoy them.
Follow the instructions. Many reviewers get so innundated with incoming mail that they literally throw out half of the submissions because of "not following the rules" just to weed down their workload. If you want to be considered, do exactly what they tell you to do, to the letter. Read and re-read the instructions to make sure you understand what they want.
Make their job easy. The more you frustrate them, the less likely they will be to keep working on your submission. Be straightforward and clear up front what your genre is, your word count, the style of the writing.
For your synopsis, make sure it is enjoyable to read! If your synopsis is dry and boring, they will figure your story is as well. Make your synopsis read like an engaging short story that explains why your story line is exciting and worth reading.
