Quiet Room / Blocking External Noise
There are many reasons that people end up with a room or home that is noisy. Maybe they had to choose a house near a highway or busy street. Maybe the next door neighbors moved in with a trio of shrieking kids who hollar non stop day or night. Maybe they are in a housing situation where they actually share walls with other people, and those other people are inconsiderate and play loud music. There have been thousands of studies done on how room design and material affects acoustics. If noise is coming in through your walls, then insulate those walls against noise. If you have the money, there are actual "false walls" that you put up - they're not very thick, but they are AMAZING in how much they reduce the sound coming through them. Just turn the connecting wall into a slightly thicker wall and you remove a lot of the sound.
If you can't afford an actual wall layer, go for the equivalent in fabric. Get a fabric to hang across the entire wall. It will add a lovely look to the room and provide great sound insulation for you.
For the sound that does still get into your room, you want it to absorb as quickly as possible. Make sure you have a good thick carpet on the ground. Add extra area rugs if the carpet is really thin and can't be fixed. Get sofas and chairs that have thick fabric, and use thick curtains. The more noise-absorbing areas you have, the less the noise can echo and be loud.
Noise Machines / Ambient Noise
You notice noise FAR more if it is the only thing interrupting the silence. Noise actually vanishes if it fades into a "muddle" of other sound. So first, if you like a certain type of music (classical music, jazz music etc) get yourself a good stereo system with a multi-CD changer, or do what I do and load all your songs into iTunes and get a great set of speakers for your computer. Now make up play lists and simply have it play in the background all day long. You'll find that the quiet but constant music drowns out other occasional noises coming from neighbors or other areas.
If you do NOT like music for some reason, invest in a white noise machine. This type of machine makes a constant low "whooshing" noise, sort of like the relaxing sound of the ocean waves or a thunderstorm. Your body really relaxes when it hears this kind of music. White noise is excellent at drowning out other noises in the area.
Contact the Authorities
Finally, there are noise ordinances in pretty much every single city and town. If they are being loud at an inappropriate time, put in an anonymous call. You have a right to peace and quiet for sleeping and if you are not getting it, the law is there to hep ensure that you are taken care of.
