Fenring, Count Hasimir
Count Hasimir Fenring was the man who ruled Arrakis before the Atreides were given control of the planet. He was the best friend of Emperor Shaddam. He was a genetic eunuch and had almost been the Kwisatz Haderach, except for a few flaws in his genetic code. He was extremely intelligent but often played the stuttering fool in front of others.
Irulan called him a "dapper and ugly little man", and a deadly fighter.
