This is just the intro to the mission. Salvatore wants the Colombian ship blown up completely. He says to talk to 8-ball. You go up to his place and he wants $100,000 to do the job. By now you should easily have this between the taxi runs and vigilante runs and other stuff you've been doing. In any case, get it if you don't have it, and that ends this mission. You don't get paid for this part.
