You get a beeper message partway into the Joey missions, saying you should go to the pay phone in Hepburn Heights. This is where you picked up Misty, and there are 2 phones in the center. This is where El Burro of the Diablos calls you.
You have rep now. He wants you to street race by the Callahan bridge. Get a fast car, like the mafia sportcars, i.e. the Mafia Sentinel. You probably will have to run it a few times to get the course down, it's a long one. 180 is finish line about. If you leave your car they'll run you down.
If you don't like the Sentinel, a great fast car - a Banshee - can be found in the auto store by 8-ball's. Just ram a window with another car and hop in!! This car is very light, so be sure to learn the route first.
You can win in Mafia Sentinel easiest, since it's nice and weighty. You get $10,000.
