The Wife
Your phone buddy needs money, and he wants to shoot his wife for the insurance money. In essence it's another taxi mission.
Take the indicated car, go get her. Bring her back to the spot. He kills her and wants you to drive the car into the water.
Luckily, the Callahan bridge is nearby. Drive to it and go around the blocks on the right, relatively slowly. Now get into the left lane. Go slow. Put the car on the downslope on the left and get out. The car will roll down into the water.
You get $2000.
