Neato, a boat mission!
Get into the police boat that is marked. Note that you can drive other boat over to it. You now want to sink the photographer's boat. It's a little to the north.
You have guns in your boat so chase him and shoot him, watching the damage meter. Cut the corners as he goes around rocks and buoys. You should be able to catch him relatively quickly.
