Act 4: Hells Forge



Quest 2 involves the soulstones. When you get to the River of Flame, you meet Haphasto the Armorer which is pretty tough. Kill him, get his hammer, and hit the forge with it while you have the stone. It'll end Quest 2, and give you a bunch of nice gems.
