The second level, still helping you learn about things. You have to build
temples to the goddess Bast, and be sure to build a festival square on a
crossroads, juggling booths on intersections, and your other various
buildings. Don't forget to throw festivals every once in a while to keep
your people happy!
The big difference I noticed here compared to Caesar III is that water is MUCH
easier to manage. I didn't miss those aqueducts at all!
